Gift of Miss Silvia Steuart, great-great-great-grandniece of the subject. Steuart was born at Kirkwall in Orkney, Scotland, 21 May 1725, son of Charles Steuart, Sheriff-Clerk, in Orkney. The younger Steuart attended the University of Edinburgh. In 1741 he was sent to Virginia (probably Norfolk), as a storekeeper, by Robert Boyd, an eminent tobacco merchant in Glasgow. In 1762 a Spanish ship carrying several Spanish naval officers and a "lady of Distinction" was forced into Norfolk by a severe storm and the passengers were placed under the care of Steuart there by Governor Fauquier. As a result of Steuart's protecting the guests from a popular demonstration against them as Spaniards, his deed was recognized by the sovereigns of both Spain and England. 1763 - By way of reward for the foregoing services Steuart was appointed Surveyor General of the Customs in North America. It was during this period that the portrait was painted. 1767 - Appointed one of the Commissioners for settling boundaries between New York and New Jersey. 1767 - Appointed Receiver-General of the Customs in North America, with office in Boston. In 1769 he returned permanently to Britain. 1772 - As a result of a court case in London involving Steuart's negro servant, Somerset, whom Steuart tried to ship out to Jamaica, it was decided that a master could not forcibly send a negro servant from England to the colonies because negroes could not be considered slaves in England. (The foregoing biography was mainly extracted from an obituary notice in The Gentleman's Magazine, Vol. LXVIII, Part I, May 1798, p. 442.)
